Barry Wallerstein is the Executive Officer of the South Coast Air Quality Management District.  A Kentucky native, Barry holds a doctorate in environmental science and engineering from the University of California at Los Angeles, and M.S. and B.S. degrees in biological science. He has over 18 years of experience in urban planning and environmental studies, with an emphasis in air pollution control and public policy development. He was appointed Acting Executive Officer in August 1997, and the Governing Board unanimously elevated him to Executive Officer in November 1998.

Barry has served AQMD in various positions since 1984. Before becoming Executive Officer, he served as Deputy Executive Officer for Planning, Transportation Programs and Information Management and was responsible for overseeing the activities relating to regional air quality planning, environmental and socioeconomic impact analysis, information management and the District's transportation programs. These activities include AQMD's principal programs for attaining federal and state Clean Air Act requirements.

As Director of Planning from 1989 to 1991, Barry was responsible for the Air Quality Management Plan, transportation control measure development, air toxics rules, environmental assessments, air quality forecasting and trend assessment, and analysis of economic impacts and health risk assessment.

Barry has also worked as an Environmental Control Administrator for Northrop, and was a member of the rule development staff in the Mobile Source Division of the California Air Resources Board.
