What is the Carl Moyer Program?
The Carl Moyer Program provides monetary grants to individuals, private companies and public agencies that clean up their heavy-duty engines more than required by air pollution regulations. Click here to download the 2008 Carl Moyer Rural Assistance Program brochure.

 

What types of projects qualify for the Carl Moyer Program?

Eligible project types include:


On-Road Heavy Duty Trucks & Buses On-Road heavy-duty trucks and buses (> 14,000 lbs. gross vehicle weight) Instructions Application
Off-Road Heavy Duty Equipment Off-Road heavy-duty equipment (e.g. construction and farm equipment,
compression-ignition and large spark-ignition; this excludes generators)
Instructions Application
Marine Vessels Marine vessels (e.g. tug boats, fishing vessels, ferry boats, etc.) Instructions Application
Locomotives Locomotives Instructions Application
Airport Airport Ground Support Equipment (GSE) Instructions Application
AG Agricultural Sources (i.e. irrigation pumps) Instructions Application

 

Eligible projects may include the re-powering or retrofitting of existing engines and vehicles, as well as the purchase of new low-emission engines or vehicles. In-Eligible projects include generators.

 

How much money is available?
In the current funding cycle, there is approximately $500,000 available. These funds must be used by June 30, 2008. Additional funds are available through the local air districts in subsequent years through a separate application process.

 

How is the size of the Carl Moyer Program grant determined?
Carl Moyer Program grants are based on the “incremental cost” and the emission benefits of the project. The “incremental cost” refers to the portion of the project cost associated with being cleaner or clean sooner than otherwise required.

 

Who can apply for a Carl Moyer Program grant?
Any private person, company or public agency may apply.

 

How can I apply for a Carl Moyer Program grant?
Grant applications may be downloaded using the links above. They may also be obtained by calling CAPCOA at 916-449-9603. How is the program administered?
The projects will be administered by the air quality agency in which the project is located. The district will provide a contract, do the necessary inspections, and provide the funds.
